EU PCN REGISTRATION WITH UFI NUMBER

Throughout Europe, PCN registration refers to Poison Centre Notification. Under Annex VIII of the CLP (Classification, Labelling and Packaging) Regulation, importers and downstream users who place hazardous mixtures on the market that pose health or physical hazards are required to notify information related to these mixtures to the poison centres appointed by EU Member States.

What is the Purpose of PCN?

The primary purpose of PCN is to provide poison centres with rapid and accurate information to facilitate emergency health responses in cases of poisoning. This information assists poison centres in advising medical personnel on the appropriate treatment in case of exposure to hazardous mixtures.

Who is Required to Submit a PCN?

Importers and downstream users (i.e., those who use mixtures in their own formulations or repackage and sell them) who place mixtures on the market in the EU that pose health or physical hazards are required to submit a PCN.

What Information Must be Notified?

Under PCN, the following information about the mixture must be notified to the poison centres:

  • Trade name

  • Composition (including concentration ranges of hazardous components)

  • Toxicological information

  • Product category (according to EuPCS - European Product Categorisation System)

  • Packaging type and size

  • Classification and labelling information (according to CLP Regulation)

  • Unique Formula Identifier (UFI)

What is a UFI (Unique Formula Identifier)?

The UFI is a 16-character alphanumeric code assigned to hazardous mixtures placed on the market. It allows poison centres to uniquely identify a specific mixture and quickly access the correct composition information. The UFI is mandatory on the label of the mixture or, in some cases, on the packaging.
