Which Regulations Govern Cosmetic Labeling in Turkey?
In Turkey, cosmetic product labeling is regulated under the Cosmetic Regulation and the Guideline on the Principles to Be Followed in Cosmetic Product Labeling, issued in accordance with this regulation. This framework aligns with the EU Cosmetic Regulation (EC) No. 1223/2009.

1. Presence and Accuracy of Mandatory Information
Manufacturer’s name and address
Product name and function
List of ingredients (using INCI - International Nomenclature of Cosmetic Ingredients)
Net quantity
Expiry date or Period After Opening (PAO)
Usage instructions and warnings
Batch number
Product tracking system (ÜTS) registration number
Responsible person’s name and address (if applicable, within the EU)
Country of origin
2. Language Requirements
Mandatory information must be provided in Turkish, except for INCI names and internationally recognized symbols.
3. Readability and Clarity
All label information must be legible, clear, and indelible.
4. Absence of Misleading Claims
Labels must not contain exaggerated or misleading claims regarding product composition, effects, performance, or safety.
5. Compliance of the INCI Ingredient List
Ingredients must be listed in descending order by weight.
INCI names must be current and accurate.
Ingredients present at less than 1% may be listed in any order.
Colorants must be identified by their Colour Index (CI) numbers.
Nanomaterials must be labeled with the prefix “nano” in the ingredient list.
26 allergenic substances must be explicitly stated in the list.
6. Substantiation of Claims
Any claims (e.g., "moisturizing," "anti-wrinkle") must be scientifically substantiated and comply with relevant regulations.
7. Correct Use of Symbols
Regulatory symbols must be used correctly, including:
PAO (Period After Opening) symbol (open jar icon)
Best Before Date symbol (hourglass icon)
Other mandatory pictograms and warnings
