KKDIK Regulation in Turkey

A regulation similar to REACH in the European Union is implemented in Turkey under the name KKDIK (Registration, Evaluation, Authorisation, and Restriction of Chemicals). KKDIK was modeled after the EU REACH regulation and was published by the Ministry of Environment, Urbanization, and Climate Change on June 23, 2017, to ensure the safe use of chemicals in Turkey.

What is KKDIK?

KKDIK is a regulation designed to minimize the adverse effects of chemical substances on human health and the environment. It governs the registration, evaluation, authorisation, and restriction processes for chemicals in production, import, and market supply.

Objectives of KKDIK

  • Health and Environmental Protection:
    Ensures the safe use of chemicals.

  • Chemical Management:
    Aligns chemical regulations in Turkey with EU standards.

  • International Trade:
    Helps Turkish companies maintain a competitive advantage in the EU market.

Key Elements of KKDIK

Registration (Mandatory Chemicals for Registration)

  • Any chemical substance produced or imported in Turkey at one ton or more per year must be registered.

  • Registration is done through the Chemical Registration System (KKS) established by the Ministry of Environment and Urbanization.

  • The registration process requires physicochemical properties, toxicological, and ecotoxicological data of the chemical.

Evaluation

  • The registered chemicals' data is reviewed by the Ministry.

  • Additional information may be requested for chemicals that pose potential risks.

Authorisation

  • Chemicals that present significant risks to human health or the environment require special authorisation for use.

  • Substances included in the Substances of Very High Concern (SVHC) list may be subject to this process.

Restriction

  • Certain hazardous chemicals may be restricted or completely banned from use or market supply.

Scope of KKDIK

The KKDIK regulation applies to the following substances:

  • Raw chemicals

  • Chemical mixtures

  • Articles (if their chemical content poses a risk to human health or the environment)

However, certain chemical substances—such as food products, medical products, and waste materials—may be excluded from the scope of KKDIK.
